CASE STUDY
Electrifying a City’s Bike Share Stations
A national mobility operator and the city needed docking stations powered across the city. Every station needed a new underground utility service, and five organizations held a piece of the work without sharing a system. Delivered under the Caliber name.
The Ask
Power every station at the operator’s pace through a utility process built for one customer at a time. The utility, the operator, the city, an engineering firm, and a civil contractor each owned a piece. Nobody owned the whole.
Every Site, Start to Finish
- Intake, feasibility in the field, contracts and deposits.
- Utility design: transformer sizing, capacity approvals, construction release.
- Civil design and the conduit package, meter to switchboard, folded into one underground submittal.
- The city’s underground coordination office: facilities review, permit issuance, manhole inspections.
- Civil conduit installed by a separate contractor we schedule and sequence with the utility crews.
- Readiness, service connection, meter, energization, financial closeout.
Our Role
Program manager, two project managers, and support, embedded in the utility’s new business group. We designed the workflow every site runs on, the hold taxonomy that names who each stalled site is waiting on, and the dashboard every party reads. The crews do the physical work. We schedule and sequence it, and we keep the project record up to date.
What the Record Showed
One source of truth from intake to closeout, so every party had current status without asking. When the city added 74 stations in one intake, the program absorbed them with no added headcount and no disruption to work in flight.
“The strength of Caliber’s leadership and the value they bring to the program is best reflected in the city’s direct request that Caliber be included in future competitive bids to ensure their continued involvement. This level of customer confidence is a testament to Caliber’s outstanding performance, commitment to excellence, and measurable business impact.”
THE PROGRAMS
What We Run Today
Nine of the fourteen, in three kinds of work. The other five run on the same model and are in the supplier packet. Each summary gives the program’s scale, what it involves, our role, and how we measure the results.
TURNKEY PROJECTS
We own the whole service, request to energization
One owner from intake to closeout, with design, permits, construction coordination, and the record under one contract.

New Business Connections
Storefront upgrade to multi building developments.
New construction and expansion customers connected to the grid end to end: load letter, feasibility, contracts, design, city permits, construction coordination, metering, energization. One project manager owns each service from request to energized, as the customer’s single point of contact with the utility, with financial setup and closeout on the same record. Projects closed on time with scope change under one percent across the portfolio.

EV Charging Stations
180+ stations and 1,000+ ports energized. 150 more underway.
Charging for third party customers, fleet depots to a national retailer, from service request to energization. Project management with electrical and civil design under one owner: walkdown, sizing, sealed drawings, permits, metering, as builts. Awarded service provider on the utility’s program. Recognized with a 2025 national electrification award.

Third Party Attachment (TPA)
A regional program. Every application: fiber, node, power riser, underground.
Telecom and fiber attaching to utility poles and manholes. Every TPA application, intake through make ready, construction, inspection, and closeout. Engineer of choice for the whole application. The customer sees status in the utility’s own workflow tool. Awarded October 2026 on a competitive bid. Mobilizing on the four week playbook, with service levels tighter than the program asks for.
“What sets Caliber apart is their ability to consistently deliver projects professionally, efficiently, and with a high level of accountability. They are a partner I can confidently place in front of any customer or incorporate into any program.”
PROGRAM OPERATIONS
We run the desk or the field crew for a department
Managed services at a fixed fee or a unit price. The department defines the work; we own the method, the clock, and the report.

Service Request Intake
Every new business service request for a city region, from the day it arrives.
Applications checked for completeness, customers contacted within 48 hours, work assigned to design coordinators, field orders dispatched, accounts set up clean. We own the intake desk, the response clock, and the daily, weekly, and monthly reports that show it. Bilingual, English and Spanish. Response inside 48 hours on every request, measured daily. The queue the department sees is the real one.

Field Support for Distribution Construction
A city region’s distribution construction portfolio.
Walkdowns and job checks against the issued design, construction readiness reviews, outage and switching coordination, and the records that close construction out. Roadway and tollway relocation coordination. A fixed fee managed service, through the utility’s prime contractor where the program requires it. We own field verification and construction coordination; the department owns the decisions. Volume held to the portfolio’s run rate with no change orders. Monthly reporting on jobs checked, issues found and resolved, and readiness status.

OUC Coordination
Every underground coordination request the city sends the utility.
The city’s Office of Underground Coordination (OUC) process: information retrievals, existing facilities protection reviews, conflict analysis against the utility’s underground network, drawing markups, vacation reviews, right of way questions, and permit submissions. We run the desk for the utility: review and record every request, analyze the conflicts, work with the right of way group and the engineer of choice, submit the permits, and report monthly on volume, issues, and denials. Answered inside committed windows: standard reviews in 30 days, expedited in 15, permits and special requests in 7.
CONTROLS AND INTELLIGENCE
We govern the money and the data behind the work
Financial controls, billing operations, and one record every department can run on.

Project Controls and Financial Governance
1,000+ projects across seven departments, since 2023.
Project setup, monthly forecasts, spend authorizations, overspend reviews, monthly audits, in service, closeout. A managed service at a fixed monthly fee. We present the forecast and spend review at the finance meeting ourselves. Scope change under one percent. Renewed term after term, in more than one department.

Billing Operations and Backlog Resolution
A department’s entire new business billing queue, as one managed service.
Inquiries resolved end to end, account and rate corrections, the aged backlog worked down to a monthly target, system testing, staff training. Separate work orders folded into one accountable service at one price. The utility defines what to resolve; we own the result. Measured monthly: inquiries resolved, corrections made, backlog trend. The department sees the number before we invoice it.

Intelligent Dashboards and Predictive Analytics
Projects, people, and money across multiple utility departments, on one record each department owns.
Service requests, work orders, contracts, spend, schedules, and field findings integrated into one operating record, with workspaces, performance and compliance measures, and predictive analytics that flag the projects that will slip. We design the record, connect the sources, validate the data, and build in the department’s own environment so it owns the asset. Monthly releases on their feedback. We measure productivity, efficiency, and governance from the same record the work runs on, as we do on our own platform.
